Susan Baer
Executive Director

Susan joined the Child Welfare Fund in April 2021 after working and volunteering with a variety organizations on issues ranging from education equity to early childhood health and wellness to college access. Before joining CWF she was the Executive Director of The Joseph H. Flom Foundation which made its final grants in September 2022. As ED of the Flom Foundation she built strong connections with community organizations working to close systemic education and access gaps throughout New York City while managing program funding with the goal of positive, sustained impact on participants. Prior to her work with the Flom Foundation, Susan worked for the Oristano Foundation and was the Director of Strategy and Development at My Money Workshop. She has also been a volunteer mentor with East Harlem Tutorial Program’s College Mentoring Program, Connect Tutors and Horizons Bridgeport. 

Susan graduated from Brown University with an A.B. in Psychology and has a Master of Public Health degree from Columbia University School of Public Health.



Barbara J. Green
Senior Advisor

In 2012, Barbara retired as Managing Director and General Counsel of Allianz Asset Management of America, the parent of Allianz asset management businesses in the U.S. Prior to that, from 1995 to 2007, she was Deputy General Counsel of Franklin Resources, Inc. and officer of various U.S. Franklin Templeton companies and the U.S Franklin Templeton Funds. From 1986 to 1995, Ms. Green served in a number of positions at the U.S. Securities and Exchange Commission, including Executive Assistant and Senior Advisor to the SEC Chairman. Before that, she practiced law with a large New York law firm and served as a law clerk to a United States District Court Judge in Boston, Massachusetts. She received her J.D. cum laude from Boston College Law School in 1978 and was an Articles Editor of the Boston College Law Review. She received her B.A. cum laude from Wheaton College.

Barbara is a member of the New York Bar, the District of Columbia Bar and the America Bar Association. She serves as a U.S. Representative on the International Securities Regulation Committee of the international Law Association. She also is a member of the President's Commission of Wheaton College, an advisory group to the college President.
